Aircraft tracking is a process, established by the operator, that maintains and updates, at standardized intervals, a ground-based record of the four dimensional position (4D) of individual aircraft in flight. In response to the loss of Malaysia Airlines airliner MH370 in 2014 and AF447 in 2009 ICAO submitted recommendations to track all airline flights (see §3.5 of Amendment 42 to Annex 6 Part 1). As of now, the recommendations around flight tracking are only standards developed by ICAO and contained in the Circular 347 (Aircraft Tracking Implementation Guidelines), no actual mandates so far, so each country’s aviation authorities could potentially put forth its own requirements. For now, ICAO has recommended that by 8 November 2018, all operators should track the position of their aeroplanes through automated reporting at least every 15 minutes for the portion(s) of the in-flight operation(s). This is applicable only for aeroplanes which have a maximum certificated take-off mass of ever 27 000kg and a seating capacity greater than 19 and where ATS obtain aeroplane position report messages at greater then 15-minuts intervals. The premise is that automatically capturing aircraft position data, either by ATS or the operator, can be used to fulfil aircraft tracking requirements. In other words, an operator may suspend its own 4D/15 tracking in areas where position information is received by ATS.

In order to comply with the aircraft tracking requirements an operator should:

  • install a tracking system (either ADS-B OUT or SATCOM or HF/VHF ACARs automatic),
  • amend aircraft flight and maintenance manuals,
  • subscribe to a web-based dashboard that provides real-time aircraft tracking,
  • provide staff training.

  • Flight Manual Supplement,
  • Instructions for Continued Airworthiness ,
  • Illustrated Parts Catalog (IPC) Supplement,

  • Service Bulletin with accomplishment instructions (maintenance level is base).
