+ | |Aircraft tracking is a process, established by the operator, that maintains and updates, at standardized intervals, a ground-based record of the four dimensional position (4D) of individual aircraft in flight. In response to the loss of Malaysia Airlines airliner [https://en.wikipedia.org/wiki/Malaysia_Airlines_Flight_370 MH370] in 2014 and [https://en.wikipedia.org/wiki/Air_France_Flight_447 AF447] in 2009 ICAO submitted recommendations to track all airline flights ([http://dgca.gov.in/intradgca/intra/icao%20annexes/Amdt/an06_p1_10ed_amend_42.pdf see §3.5 of Amendment 42 to Annex 6 Part 1]). As of now, the recommendations around flight tracking are only standards developed by ICAO and contained in the Circular 347 (Aircraft Tracking Implementation Guidelines), no actual mandates so far, so each country’s aviation authorities could potentially put forth its own requirements. For now, ICAO has recommended that by 8 November 2018, all operators should track the position of their aeroplanes through automated reporting at least every 15 minutes for the portion(s) of the in-flight operation(s). This is applicable only for aeroplanes which have a maximum certificated take-off mass of ever 27 000kg and a seating capacity greater than 19 and where ATS obtain aeroplane position report messages at greater then 15-minuts intervals. The premise is that automatically capturing aircraft position data, either by ATS or the operator, can be used to fulfil aircraft tracking requirements.
