This user guide is applicable to EASA Part 145 organisations having their principal place of business located outside the EU Member States, the USA and Canada (hereinafter referred to as “Foreign Part 145 organisations”). EASA is the Competent Authority for the maintenance organisations as established by Part 145.1 “General” and therefore responsible for the final approval of those Organisations. EASA has also established procedures detailing how EASA Part 145 application and approval are managed.
This user guide is complementary to the requirements of Implementing Rule - Regulation EU 2042/2003 Annex II, Part-145 “as amended” and does not supersede or replace the information defined within that document.

This User Guide come into effect 90 days after publication on the EASA website.

0.4. Purpose.

This user guide is designed to be used by an EASA Part 145 Maintenance Organisations and the Assigned inspector when :

The Maintenance organisation is:

• defining the Certifying staff (C/S) and support staff (S/S) qualification procedure in the MOE.
• Assessing each individual Certifying staff (C/S) and support staff (S/S) before granting an individual authorisation

Assigned inspector is :

• Evaluating the Certifying staff (C/S) and support staff (S/S) qualification procedure.
• ensuring by sampling that Certifying staff (C/S) and support staff (S/S) individual authorisations issued are compliant with the minimum criteria addressed in this guidance.

0.5. Associated Instructions.

EASA has developed associated instructions (user guides, Forms, templates and work instructions), that detail specific matters, which have to be considered as an integral part of this procedure.

0.6. Communication.

All documents and correspondences between the Applicant, the overseeing authority and EASA shall be in the English language unless otherwise agreed by EASA.

0.3. Сфера застосування

Це керівництво набирає чинності через 90 днів після його публікації на вебсайті EASA.

0.4. Призначення

Це Керівництво розроблено для використання організаціями, схваленими EASA за Part 145, та призначеним інспектором, під час того, як:

організація з ТО:

• визначає у MOE процедуру видачі повноважень (авторизації) персоналу, який засвідчує ТО (C/S), та допоміжного персоналу (S/S),

• оцінює процедуру видачі повноважень (авторизації) C/S та S/S,
• вибірковою перевіркою засвідчує, що видані індивідуальні повноваження C/S та S/S відповідають мінімальним критеріям, які визначені цим Керівництвом.

0.6. Зв'язок

1. A/C Certifying Staff & Support Staff.

1. Персонал, який засвідчує ТО ПС, та допоміжний персонал

1.1. A/C Certifying Staff & Support Staff Definition.

1.1.1. A/C Certifying Staff (C/S)

A/C Certifying Staff (C/S) means staff authorised by the Foreign Part 145 organisation to release an Aircraft¹ to service, under the EASA Part 145 approval. Regulation EU 2042/2003 and subsequent amendment defines four categories of certifying staff, which are relevant to this instruction².

Line Maintenance certifying staff:

• Category “A” Certifying Staff are authorised to release an A/C to service following minor scheduled line maintenance and simple defect rectification within the limits of tasks specifically endorsed on the certification authorisation. The certification privileges shall be restricted to work that the licence holder has personally performed in the maintenance organisation that issued the certification authorisation.
• Category “B1” Certifying Staff, are authorised to release an A/C to service following:

• maintenance performed on aircraft structure, powerplant and mechanical and electrical systems;
• works on avionic systems requiring only simple tests to prove their serviceability and not requiring troubleshooting.

This category includes the corresponding A subcategory.

• Category “B2” Certifying Staff, are authorised to release an A/C to service following³:

• maintenance performed on avionic and electrical systems, and
• electrical and avionic tasks within powerplant and mechanical systems, requiring only simple tests to prove their serviceability.

This category does not include any A subcategory

Base Maintenance certifying staff:

• Category “C” Certifying Staff, are authorised to release an A/C to service following base maintenance on A/C. This privilege applies to the aircraft in its entirety.

1.1.2. Support Staff (S/S).

B1 and B2 Support Staff (S/S) means staff authorised by the Foreign Part 145 organisation to support the Category “C” certifying staff in managing and releasing the A/C to service after base maintenance activity while not necessarily holding certification privileges⁴. B1 and B2 Support Staff shall ensure that all relevant tasks or inspections have been carried out to the required standard before the category C certifying staff issues the certificate of release to service.

1.1. Визначення персоналу, який засвідчує ТО ПС, та допоміжного персоналу

1.1.1. Персонал, який засвідчує ТО ПС

Персонал, який засвідчує ТО ПС (C/S) – персонал, який уповноважений іноземною організацією з ТО Part 145 на передачу в експлуатацію ПС¹, відповідно до схвалення за EASA Part 145. Регламент ЄК №2042/2033 з подальшими поправками визначає 4 категорії C/S, які стосуються даного керівництва².

Персонал, який засвідчує лінійне ТО:

• C/S категорії "A" уповноважений на передачу в експлуатацію ПС після виконання незначного планового ТО та усунення простого дефекту в рамках завдань, які зазначені в його сертифікаційному повноваженні (свідоцтві). Сертифікаційні права повинні бути обмежені роботами, які власник цього свідоцтва особисто виконує в організації з ТО, яка видала йому це сертифікаційне повноваження.
• C/S категорії "B1" уповноважений на передачу в експлуатацію ПС після виконання:

• ТО конструкції ПС, силової установки, механічних і електричних систем;
• робіт з системами авіоніки, що вимагають тільки проведення простих перевірок для підтвердження їх працездатності і які не вимагають пошуку і усунення несправностей.

Ця категорія включає в себе відповідну підкатегорію "А".

• C/S категорії "B2" уповноважений на передачу в експлуатацію ПС після виконання³:

• ТО систем авіоніки та електричних систем, та
• завдань з електричними системами та авіонікою в рамках ТО силових установок та механічних систем, що вимагають тільки проведення простих перевірок для підтвердження їх працездатності.

Ця категорія не включає в себе жодних підкатегорій "А".

Персонал, який засвідчує базове ТО:

• C/S категорії "C" уповноважений на передачу в експлуатацію ПС після виконання базового ТО ПС. Це повноваження розповсюджується на все повітряне судно.

1.1.2. Допоміжний персонал (S/S)

Допоміжний персонал категорій B1 та B2 (S/S) – персонал, який уповноважений іноземною організацією з ТО Part 145 підтримувати (допомагати) персоналу категорії C в управлінні та передачі в експлуатацію ПС після виконання робіт з базового ТО, і який не обов'язково має на це відповідні привілеї засвідчувати ТО⁴. Допоміжний персонал категорій B1 та B2 повинен переконатися, що всі необхідні завдання або інспекції були виконані згідно з відповідними стандартами перед тим, як C/S категорії C видасть сертифікат передачі до експлуатації (CRS).

⁴це означає, що допоміжний персонал категорій B1/B2 необов'язково повинен мати повноваження на засвідчення лінійного ТО.

1.2. Individual Authorization Procedures.

When a Foreign Part 145 organisation is nominating A/C C/S and S/S , the relevant A/C C/S and S/S authorisation procedures, (initial and renewal) together with the related qualification criteria, shall be detailed within the Maintenance Organisation Exposition (refer also to the “Foreign Part 145 approvals – MOE” UG.CAO.00024-XXX). Note: EASA Part 145.A.30(g)(h) requires the A/C C/S and S/S to be qualified in accordance with Annex II to EU 2042/2003 (Part 66). However, paragraph Part 145.30 (j), enables a foreign maintenance organisation, by derogation, to have C/S and S/S qualified according to the Appendix IV to EASA Part 145.

1.2.1. Initial Authorization Procedure.

The foreign Part 145 organisation shall detail in its Maintenance Organisation Exposition the established prerequisites to be eligible as EASA Part 145 A/C C/S and S/S depending on the basis of qualification:

A. Qualified in accordance with EASA Part 66. This means that the proposed A/C C/S and S/S holds an EASA Part 66 aircraft maintenance license (refer to check list 1, enclosed in this user guide)

B. Qualified in accordance with Appendix IV to EASA Part 145. This means that the proposed A/C C/S and S/S does not hold an EASA Part 66 license(refer to check list 2, enclosed in this user guide)

In addition, the foreign Part 145 organisation shall also explain in Maintenance Organisation Exposition §3.4 (refer also to the “Foreign Part 145 approvals –MOE” UG.CAO.00024-XXX ) the assessment procedure for granting A/C C/S and S/S authorization which shall at least specify:

• The person responsible for this process,
• when the assessment shall take place,
• the validation of qualification records (e.g.: training certificates),
• procedures for the initial assessment (i.e. methods, including actions to be taken when the assessment is not satisfactory),
• recording of assessment results.
• The management of the C/S and S/S List and individual authorizations
• The C/S and S/S records (responsibility, content of the (C/S) and (S/S) files, etc,..)

1.2.2. Authorisation Renewal Process.

The foreign Part 145 organisation shall explain in its MOE the A/C C/S and S/S authorization renewal prerequisites such as but not limited to:

Примітка: Пункти правил EASA Part 145.A.30(g)(h) вимагають, щоб C/S та S/S були кваліфіковані згідно з вимогами Part 66 (Додаток II до Регламенту ЄС 2042/2003). Проте, незважаючи на це, параграф Part 145.30(j) дозволяє іноземній організації з ТО залучати C/S та S/S, кваліфікований згідно Додатку IV до EASA Part 145.

1.2.1. Процедура первинної видачі повноваження

Іноземна організація Part 145 має деталізувати у своєму МОЕ встановлені передумови для отримання C/S та S/S повноважень для виконання робіт відповідно до EASA Part 145, базуючись на кваліфікації персоналу:

A. Персонал, який має кваліфікацію відповідно до EASA Part 66. Це означає, що запропонований C/S та S/S має свідоцтва з ТО ПС згідно EASA Part 66 (див. контрольну картку 1, яка наведена у цьому керівництві)

B. Персонал, який має кваліфікацію відповідно до Додатка IV до EASA Part 145. Це означає, що запропонований C/S та S/S не має свідоцтва згідно EASA Part 66 (див. контрольну картку 2, яка наведена у цьому керівництві)

Крім того, іноземна організація Part 145 повинна також розтлумачити у §3.4 МОЕ (див. також документ “Foreign Part 145 approvals –MOE” UG.CAO.00024-XXX) процедуру оцінки кваліфікації (атестації) для видачі сертифікаційних повноважень C/S та S/S, що має визначати принаймні:

• особу, відповідальну за цей процес,
• коли має проводитися така оцінка,
• підтвердження (валідацію) кваліфікаційних записів (наприклад, сертифікатів з навчання),
• процедуру первинної оцінки (тобто методи, в тому числі заходи, які необхідно вжити, коли оцінка є незадовільною),
• записи за результатами оцінки,
• управління переліком C/S та S/S та індивідуальними повноваженнями,
• записи про C/S та S/S (відповідальність, зміст файлів/справ про C/S та S/S, і т.д.).

1.2.2. Процес подовження повноваження

Іноземна організація Part 145 повинна деталізувати в своєму МОЕ умови подовження повноважень C/S and S/S, такі як, але не обмежуючись ними:

• The continuation training requirements (Organisation procedures, new technology, human factor issues)
• The maintenance experience requirements (6 months of relevant experience in the last 2 year period) and the associated records of evidence
• The assessment procedure for renewing the C/S and S/S authorization which shall at least specify:

• The persons responsible for this process,
• when the assessment shall take place,
• the validation of qualification records,
• procedures for the continuous control of competence,
• actions to be taken when assessment is not satisfactory (i.e. suspension of the authorization),
• recording of assessment results.
• The management of the C/S and S/S List and individual authorizations
• The C/S and S/S records (responsibility, content of the (C/S) and(S/S) files, etc,..).

1.3. Aircraft Certifying Staff and Support Staff Qualified to EASA Part 66.

1.3.1. License and Scope.

The proposed C/S and S/S shall hold a valid EASA Part 66 license issued by one of the EU member states. The organisation shall ensure that the EASA part 145 individual authorisation does not exceed the scope addressed in the EASA Part 66 license. Moreover, the organisation cannot include any A/C type in the EASA Part 145 individual authorisation that is not included on the EASA Part 66 license. Any limitation on the EASA Part 66 license shall be listed on the EASA individual Part 145 authorisation.

1.3.2. Age.

The A/C C/S and S/S age shall be at least 21 years.

1.3.3. Additional Training.

The A/C C/S and S/S shall be able to demonstrate he/she received, as appropriate, training on:

• the MOE and internal procedures applicable to A/C C/S and S/S (including issuance of CRS);
• Fuel Tank Safety phase 2 (refer to Appendix IV to AMC to 145.A.30(e) and 145.B.10(3) for further details);
• Electrical Wiring Interconnection System (refer to AMC 20-22 for further details);
• Customer`s operator procedures, such as but not limited to the customer`s ATL, work cards, work package, list of independent inspection items, deferred items procedures, MEL, etc.

• дії, які необхідно вжити, коли оцінка є незадовільною (тобто, призупинення сертифікаційного повноваження),
• записи за результатами оцінки,
• управління переліком C/S та S/S та індивідуальними повноваженнями,
• записи про C/S та S/S (відповідальність, зміст файлів/справ про C/S та S/S, і т.д.).

1.3. C/S та S/S, який має кваліфікацію відповідно до EASA Part 66

1.3.1. Свідоцтво та обсяг схвалення

Запропонований C/S та S/S повинен мати чинне свідоцтво згідно з EASA Part 66, видане членом ЄС. Організація повинна гарантувати, щоб індивідуальне сертифікаційне повноваження за EASA Part 145 не виходило за обсяги свідоцтва EASA Part 66. Крім того, організація не може включати в індивідуальне сертифікаційне повноваження за EASA Part 145 типи ПС, які не включені в свідоцтво EASA Part 66. Будь-яке обмеження, яке міститься у свідоцтві EASA Part 66, повинно бути зазначено в індивідуальному повноваженні за EASA Part 145.

1.3.2. Вік

Мінімальний вік для C/S та S/S становить 21 рік.

1.3.3. Додаткова підготовка

C/S та S/S повинен бути в змозі продемонструвати, що він/вона отримали відповідну підготовку за наступними напрямками:

• знання MOE та внутрішніх процедур, які їх стосуються (включаючи видання CRS);

• Any additional training(s) justified during the assessment performed by the Organisation (e.g. human factor, aviation legislation, etc..).

1.3.4. Additional Aircraft Training.

The Part 145 Organisation need to be aware that:

• type training courses covering certain, but not all the models/variants included in a type rating, are valid for the purpose of endorsing the full type rating in the EASA Part 66 aircraft maintenance license.
• some systems and technology present in the particular aircraft being maintained may not have been covered by the training/examination/experience required to obtain the licence and ratings.

Therefore the Part 145 organisation shall ensure that A/C C/S and S/S have received additional training and have been successfully assessed, as appropriate, on the differences for the particular model/variant and/or the particular configuration

1.3.5. Maintenance Experience.

The Maintenance organisation shall ensure that C/S and S/S can demonstrate recent experience on the A/C type intended to be endorsed in the EASA Part 145 individual authorization. The recent maintenance experience shall be understood as meeting the requirement of 6 month of experience in two years period preceding the intended date of issuance of the certification authorization. Further guidance is provided in “Foreign part 145 approvals – demonstration of 6/24 months maintenance experience UG.CAO.00128-XXX”

1.3.6. Additional Criteria for the Renewal of Individual Authorization.

The C/S and S/S shall receive continuation training covering Technical Development, Human Factors, FTS, Organisation procedures, EWIS and Aviation Regulation as applicable to the approval ratings and scope of work. The C/S and S/S shall demonstrate a 6 month of experience during the two year period preceding the renewal of authorisation. Further guidance is provided in “Foreign part 145 approvals – demonstration of 6/24 months maintenance experience UG.CAO.00128-XXX”

1.3.7. Assessment.

The aim of the assessment is to ensure compliance of the A/C C/S and S/S with the relevant EASA Part 145 requirements, with the criteria defined in this user guide and to ensure that each A/C C/S and S/S possesses the expected competence(s)⁵ associated to his/her job function (proposed scope of work, Authorization category), before granting him/her an initial EASA Part 145 authorisation, to renew or to extend the scope of his/her

1.3.4. Додаткова підготовка на тип ПС

Організація Part 145 має пересвідчитися в тому, що:

• курси підготовки на тип ПС, які охоплюють конкретні (але не всі) моделі/модифікації ПС, що внесені до рейтингу типу ПС, є дійсними для того, щоб отримати рейтинг повної групи в свідоцтві персоналу з ТО ПС згідно з EASA Part 66.
• деякі системи і технології, які застосовуються на конкретних ПС, що знаходяться на обслуговуванні, можуть бути не охоплені навчанням/іспитами/досвідом, які необхідні для отримання свідоцтва та відповідних рейтингів.

Отже, організація Part 145 має гарантувати, що C/S та S/S пройшов додаткову підготовку та був успішно атестований, в тому числі щодо відмінностей для конкретних моделей/модифікацій та/або конкретних конфігурацій ПС (у разі необхідності).

1.3.5. Досвід виконання ТО

Організація з ТО має забезпечити, щоб C/S та S/S могли продемонструвати недавній досвід роботи на типі ПС, на який персонал має намір отримати індивідуальне повноваження згідно з EASA Part 145. Недавній досвід виконання ТО слід розуміти як відповідність вимозі щодо наявності 6-місячного досвіду протягом останнього 2-річного періоду на момент передбачуваної дати видачі сертифікаційного повноваження. 1.3.6. Додаткові критерії для подовження індивідуального повноваження

C/S та S/S має проходити курси з підвищення кваліфікації, які охоплюють такі напрямки, як технічний розвиток, людський фактор, FTS, процедури організації, EWIS та авіаційне законодавство у відповідності до схвалених рейтингів і обсягу робіт. До моменту подовження повноваження C/S та S/S має продемонструвати, що він має 6-місячний досвід виконання ТО протягом останніх двох років. 1.3.7. Атестація (оцінка кваліфікації)

Метою атестації (оцінки кваліфікації) є забезпечення відповідності C/S та S/S відповідним вимогам EASA Part 145, та критеріям, які встановлені в цьому керівництві, а також забезпечення того, щоб кожен C/S та S/S володів очікуваною компетентністю⁵, яка пов'язана з його/її функціональними обов'язками (запропонованому обсягу робіт, категорії), до моменту первинної видачі йому/їй повноваження за EASA Part 145, а також подовження або розширення обсягу його/її

already existing authorisation. This assessment shall also take into consideration attitude and behaviour.

As a consequence the Organisation shall demonstrate through a competence assessment that the C/S and S/S:

• Meets the qualification criteria addressed above;
• Has the relevant knowledge, skills and ability to perform the maintenance tasks related to his/her job function including the relevant language knowledge;
• Is able to determine when the A/C is ready to release to service and when it shall not be released to service.

The competence needs to be assessed by evaluation of “On the Job Performance” and /or “testing of knowledge” by appropriately qualified personnel.

1.4. A/C Certifying and Support Staff Not Qualified to EASA Part 66.

The organisation shall ensure that A/C C/S and S/S not qualified to EASA part 66 are compliant with the following EASA part 145 requirements.

1.4.1. Appendix IV Paragraph 1.(a)

“The proposed A/C C/S and S/S shall hold a valid national license or a certifying staff authorisation issued under the national regulations”. The basic license (national license) must have been evaluated in all categories by the EASA Part 145 organisation and in particular any differences compared to ICAO Annex I must be addressed (refer to “Foreign Part 145 approvals – ICAO Annex I compliance” check list FO.CAO.0030-001). The Approved Maintenance Organisation shall request this document from the assigned inspector.
The national license to be considered depending on the organisation location is summarized in the table 1.4.12 “ Summary of Topics to be Assessed for Aircraft C/S & S/S Not Qualified to EASA Part 66”.

1.4.2. Appendix IV Paragraph 1.(b)

“The organisation shall ensure that the authorisation does not exceed the scope addressed in the national license”. The proposed authorization privileges must have been evaluated to ensure they do not exceed the scope of the national license. The Organisation shall compare the scope of the national licence and the scope of work of the EASA “C”, “B1”, “B2” and “A” categories certifying staff and implement the necessary limitation. The result of the comparison shall be summarised in the MOE § 1.6.

Any limitation addressed in the national license or in the A/C C/S and S/S authorisation issued under the national regulations shall be reported in the EASA Part 145 individual authorisation.

The organisation can also endorse an A/C type in the EASA Part 145 individual authorisation that is not endorsed on the national license provided he/she is compliant with the other Appendix IV requirements.

Note: Having the same code within the national regulation (A, B1, B2 and C) does not release the organisation to compare the scope of the national licence and the scope of work of the EASA “C”, “B1”, “B2” and “A” categories certifying staff and implement the necessary limitation.

1.4.3. Appendix IV Paragraph 1.(c)

The A/C C/S and S/S shall be able to demonstrate he/she received:

• a training on human factors referred to in module 9 of Appendix I to Annex III (EASA Part-66). The organisation shall ensure and be in a position to demonstrate that the Human factor training syllabus and the training level are compliant to the syllabus and the level (B1 /B2) of training of Appendix I to Annex III (EASA Part-66). The demonstration process is left to the discretion of the Organisation.

• a training on aviation legislation referred to in module 10 of Appendix I to Annex III (EASA Part-66): The organisation shall ensure and be in a position to demonstrate that the aviation legislation training syllabus and the training level are compliant to the

When the human factor training and/or aviation legislation has been followed in an approved EASA Part 147 organisation and the relevant certificate of recognition is produced for the considered syllabus, the proposed A/C Certifying staff (C/S) or support staff (S/S) is considered compliant with human factor and /or Aviation Legislation training requirements addressed in the Appendix IV paragraph 1.(c), without further need of investigation.

When selecting a non-Part 147 Organisation to provide the Human Factor training and/or Aviation Legislation, the EASA Part 145 quality department shall be in a position to demonstrate as a minimum that:

• the course is carried out according to a detailed syllabus including level of training as per EASA Part 66 Module 9 and/or 10 as applicable (the duration of the course need to be specified to demonstrate the adequacy to cover all subjects)

• the Qualification criteria for instructors is defined;

• a maximum number of Training Hours per day is defined (HF principal to be considered)

• a maximum of trainees per group of trainees (28 person).

1.4.4. Appendix IV Paragraph 1.(d)

The A/C C/S and S/S shall be able to demonstrate:

• 3 years of maintenance experience for line maintenance certifying staff in category “A”.
• 5 years of maintenance experience for line maintenance certifying staff in category “B1”, “B2” and “B1”, “B2” support staff.
• 8 years for base maintenance certifying staff in category “C”.

In addition, the organisation shall ensure that the A/C C/S and S/S can demonstrate recent experience.

Practical training may be performed either following or integrated with the theoretical elements; it is not considered acceptable that practical training is performed before the theoretical training.

• When the theoretical and practical element of the type training has been received and examination passed in an approved EASA Part 147 organisation and the relevant certificate of recognition is produced, the A/C C/S and S/S is considered compliant with type training requirements without further need of investigation.

In exceptional⁶ cases:

• When the theoretical part of the type training has been received and examination passed in an approved EASA Part 147 organisation and the relevant certificate of recognition is produced, the organisation shall only demonstrate that the practical element together with the person involved (trainers / assessors) are compliant with the requirements addressed in the Appendix III to Annex III (EASA Part-66) and Annex IV (EASA Part-147).

• When both the theoretical part and the practical element of the type training are not followed in an approved EASA part 147 organisation, the organisation shall ensure and be in a position to demonstrate that:

• the type training syllabus, the level of training and the examination standard for the theoretical part of the type training are compliant to the syllabus and the level of training of Appendix III to Annex III (EASA Part-66).
• the practical element of the type training including the assessment with the person involved (trainers / assessors) are compliant with the requirements addressed in the Appendix III to Annex III (EASA Part-66) and Annex IV (EASA Part-147).

Detailed guidance on how to establish compliance of the aircraft type training (theoretical and/or practical) is provided in “Foreign part 145 approvals -Aircraft type training (theoretical and practical) UG.CAO.00122-XXX”

1.4.5.1. Type training for differences

In order to meet the requirement of Appendix IV Paragraph 1. (e) (f), a person may also be qualified by a type training for differences (including both the theoretical and practical element) which has been received in an approved EASA Part 147 organisation.

The following requirements need to be met:

• The applicant for a Part 145 individual authorisation, needs to cover the differences between two different aircraft type ratings of the same manufacturer as determined by the Agency (refer to the aircraft type ratings provided in appendix I to AMC to Part 66, as amended); For example, a person who already completed a type training on the A320(CFM 56) and needs to be qualified also on the A320 (V2500), does not need to complete a full aircraft type training on the A320(V2500), but may only complete a type training for differences between the two aircraft type ratings (i.e. engine plus aircraft interfaces);
• Differences training shall cover both theoretical and practical elements of type rating training.
• A type rating shall only be endorsed on a Part 145 individual authorisation after differences training when the applicant also complies with one of the following conditions:

- having already endorsed on the Part 145 individual authorisation the aircraft type rating from which the differences are being identified, or;

- having completed the type training requirements for the aircraft from which the differences are being identified, but has not yet been endorsed in the Part 145 individual authorisation.

The possibility, in exceptional cases, to complete a type training for differences in a non-Part 147 approved organisation shall follow the same criteria provided in chapter 1.4.5.

1.4.6. Additional Aircraft Training.

The Part 145 Organisation need to consider that:

• type training courses covering certain, but not all the models/variants included in a type rating, may be valid for the purpose of endorsing the full type rating in the national license issued under the national regulations;
• some systems and technology present in the particular aircraft being maintained may not have been covered by the training/examination/experience required to obtain the national license and ratings issued under the national regulations.

Therefore the Part 145 organisation shall ensure that A/C C/S and S/S has received additional training and has been successfully assessed, as appropriate, on the differences for the particular model/variant and/or the particular configuration that is maintained or intended to be maintained by the organization.

1.4.5.1. Підготовка на тип ПС у разі відмінностей.

Для того, щоб відповідати вимогам пунктів (e) та (f) параграфа 1 Доповнення IV EASA Part 145 особа має також пройти підготовку щодо відмінностей між типами ПС (теоретичну і практичну) в організації, яка схвалена за EASA Part 147.

Мають бути виконані наступні вимоги:

• кандидат на отримання повноваження відповідно до Part 145 має охоплювати відмінності між двома різними рейтингами типу ПС одного й того самого виробника, як це визначено компетентним органом (див. рейтинги типу ПС, які зазначені у Додатку I до AMC Part 66, із внесеними змінами); наприклад, особі, яка вже пройшла підготовку на тип ПС на A320(CFM 56) і має також потребу в отримані допуску на A320(V2500), не потрібно проходити повне навчання на A320(V2500), а достатньо лише пройти підготовку щодо відмінностей між рейтингами типу двох ПС (тобто, двигун плюс інтерфейси ПС);
• підготовка щодо відмінностей має охоплювати теоретичні і практичні елементи;
• рейтинг типу має бути внесений тільки в індивідуальне повноваження згідно з Part 145 після проходження підготовки щодо відмінностей, якщо кандидат також відповідає одній з наступних умов:

- в його чинному індивідуальному повноваженні вже є цей рейтинг типу ПС, згідно з яким були визначені відмінності, або,

- вимоги щодо проходження підготовки на тип ПС, згідно з яким були визначені відмінності, вже виконані, але ще не внесені в індивідуальне повноваження.

У виняткових випадках, коли допускається можливість проходження підготовки на тип щодо відмінностей в організації, що не має схвалена згідно з EASA Part 147, необхідно слідувати тим же критеріям, які наведені у пункті 1.4.5.

1.4.6. Додаткова підготовка на тип ПС.

Організація Part 145 повинна враховувати, що:

• курси підготовки на тип ПС, які охоплюють конкретні (але не всі) моделі/модифікації ПС, що внесені до рейтингу типу ПС, можуть бути дійсними і для отримання рейтингу повної групи в національному свідоцтві, яке видане відповідно до національних правил;
• деякі системи і технології, які застосовуються на конкретних ПС, що знаходяться на обслуговуванні, можуть бути не охоплені навчанням/іспитами/досвідом, що необхідні для отримання національного свідоцтва з відповідними рейтингами відповідно до національних правил.

Отже, організація Part 145 має гарантувати, що C/S та S/S пройшов додаткову підготовку та був успішно атестований, в тому числі щодо відмінностей для конкретних моделей/модифікацій та/або конкретних конфігурацій ПС, яке обслуговується організацією або яке організація має намір обслуговувати.

Note: the additional aircraft training described in this chapter must not be confused with the case where the differences that need to be covered are related to different aircraft type ratings. In such case the chapter 1.4.5.1 of this User Guide applies.

1.4.7. Additional Training.

The A/C C/S and S/S shall be able to demonstrate he/she received, as appropriate, training on:

• the MOE and internal procedures applicable to A/C C/S and S/S (including issuance of CRS);

• Fuel Tank Safety phase 2 (refer to Appendix IV to AMC to 145.A.30(e) and 145.B.10(3) for further details);

• Electrical Wiring Interconnection System (refer to AMC 20-22 for further details);

• Customer`s operator procedures, such as but not limited to the customer`s ATL, work cards, work package, list of independent inspection items, deferred items procedures, MEL.

• Any additional training(s) justified during the assessment performed by the Organisation (e.g. human factor, aviation legislation, etc..)

1.4.8. Additional Criteria for the Renewal of Individual Authorization.

The C/S and S/S shall receive continuation training that covers technical development including Human Factors, FTS, Organisation procedures, EWIS and Aviation Legislation as applicable to the approval ratings and scope of work.

The C/S and S/S shall demonstrate a 6 month of experience during the two year period preceding the renewal of authorisation. The 6 months maintenance experience in 2 years shall be understood as consisting of two elements duration and nature of the experience. Further guidance is on this subject is provided in “Foreign part 145 approvals – demonstration of 6/24 months maintenance experience UG.CAO.00128-XXX”.

1.4.9. Assessment.

The aim of the assessment is to ensure compliance of the A/C C/S and S/S with the relevant EASA Part 145 requirements, with the criteria defined in this user guide and to ensure that each A/C C/S and S/S possesses the expected competence(s)⁷ associated to his/her job function (proposed scope of work, authorization category), before to grant him/her an initial EASA Part 145 authorisation, to renew or to extend the scope of his/her already existing one. This assessment shall also take into consideration attitude and behaviour.

As a consequence the Organisation shall demonstrate through a competence assessment that the C/S and S/S:

1.4.7. Додаткова підготовка

C/S та S/S повинен бути в змозі продемонструвати, що він/вона отримали відповідну підготовку за наступними напрямками:

• знання MOE та внутрішніх процедур, які їх стосуються (включаючи видання CRS);

• Безпека паливних баків (FTS), Фаза 2 (див. Додаток IV до AMC 145.A.30(e) та 145.B.10(3) для більш докладної інформації);

• EWIS (див. AMC 20-22 для більш докладної інформації);

• процедури замовника/експлуатанта, такі як, але не обмежуватися ними, бортові журнали ПС (ATL), робочі картки, комплект робочих завдань, перелік елементів незалежного контролю, процедури для відтермінованих елементів/питань, MEL і т.д.

• будь-яке додаткове навчання, яке було обґрунтовано організацією під час атестації (наприклад, людський фактор, авіаційне законодавство і т.д.).

1.4.8. Додаткові критерії для подовження індивідуального повноваження

C/S та S/S має проходити курси з підвищення кваліфікації, які охоплюють такі напрямки, як технічний розвиток, людський фактор, FTS, процедури організації, EWIS та авіаційне законодавство у відповідності до схвалених рейтингів і обсягу робіт.

До моменту подовження повноваження C/S та S/S має продемонструвати, що він має 6-місячний досвід виконання ТО протягом останніх двох років. Шестимісячний досвід виконання ТО за останні 2 роки необхідно розуміти, як такий, що складається з двох елементів - тривалості та характеру (сутності). Додаткові інструкції містяться в документі “Foreign part 145 approvals – demonstration of 6/24 months maintenance experience UG.CAO.00128-XXX”.

1.4.9. Атестація (оцінка кваліфікації)

Метою атестації (оцінки кваліфікації) є забезпечення відповідності C/S та S/S відповідним вимогам EASA Part 145, та критеріям, які встановлені в цьому керівництві, а також забезпечення того, щоб кожен C/S та S/S володів очікуваною компетентністю⁷, яка пов'язана з його/її функціональними обов'язками (запропонованим обсягом робіт, категорією повноважень), до моменту первинної видачі йому/їй повноваження за EASA Part 145, а також подовження або розширення обсягу його/її діючого повноваження. Така оцінка (атестація) повинна також враховувати ставлення (до роботи, безпеки) та поведінку персоналу.

Отже, організація повинна продемонструвати шляхом оцінки компетентності, що C/S та S/S:

• Meets the qualification criteria addressed above;
• Has the relevant knowledge to perform the maintenance tasks related to his/her job function;
• Has the relevant skills and ability to perform the maintenance tasks related to his/her job function including the relevant language knowledge
• Is able to determine when the A/C is ready to release to service and when it shall not be released to service.

NOTE: This competence assessment must take into account the particular aircraft versions to be covered by the certifying staff authorization, which may be different from the versions which were part of the type training.

The competence need to be assessed by evaluation of “On the Job Performance” and /or “testing of knowledge” by appropriately qualified personnel.

ПРИМІТКА: Така оцінка кваліфікації має враховувати те, що конкретні версії/модифікації ПС, які мають бути охоплені сертифікаційним повноваженням, можуть відрізнятися від тих, які були частиною підготовки на тип.

Компетенція повинна бути оцінена за аналізами "виконання робіт" та/або "тестування знань" відповідним кваліфікованим персоналом.

1.4.12. National License(s) to be Considered for Foreign EASA 145 Organisation.

1.5. Management of the C/S and S/S List and Individual Authorization.

1.5.1. List of A/C Certifying Staff and Support Staff.

The management of the list of A/C C/S and S/S shall be detailed within the exposition § 1.6 and approved by EASA.

1.5.2. Individual Authorization.

The organisation is responsible to ensure that:

• The national license or a certifying staff authorisation issued under the national regulations remains valid; and

• The A/C C/S and S/S has followed the continuation training within the two year period.

As a consequence, the organisation must align the validity of the A/C certifying staff authorisation accordingly.

1.5. Управління переліком C/S та S/S та індивідуальними повноваженнями

Процедура управління переліком C/S та S/S повинна бути докладно описана в параграфі 1.6 MOE та схвалена EASA.

1.5.2. Індивідуальні повноваження

• національне свідоцтво персоналу, який засвідчує ТО, що видане згідно з вимогами національних регулятивних актів, залишалося чинним, та
• C/S та S/S підтримував свою кваліфікацію (проходив достатній обсяг навчань з поточної підготовки) впродовж дворічного періоду.

В підсумку, організація повинна відповідним чином підтримувати чинність сертифікаційних повноважень (свідоцтв) персоналу, який засвідчує ТО ПС.

1.6. One-off authorizations

1.6.1. Applicability.

This chapter is intended to clarify the applicability of the one-off certification authorization privilege as per Part 145.A.30 (j) (5).

1.6.2. MOE.

In the case this privilege is intended to be used, a procedure need to be endorsed in the MOE chapter 3.4, addressing in particular the following aspects:

• process in place and involvement of the Quality Manager in issuing the one-off authorization;
• minimum records to be associated with the issuance of the one-off authorisation in order to allow a verification that the regulatory requirements are met;
• records of the maintenance carried out under the one-off authorization;
• notification process to Assigned inspector within 7 days;
• how the organization will make sure that any maintenance release under a one-off authorization that could affect flight safety will be re-checked by an appropriately approved Organisation.

1.7. Privileges of C/S and S/S

Warning: The fact that a person was previously holding an individual authorisation in another EASA Part 145 AMO does not automatically authorise the receiving organisation to grant the same privilege to such staff. Privileges are not transferable.

In the case of an A/C Certifying Staff (C/S) and/or support staff (S/S) moving from one EASA Part 145 organisation to another, the receiving organisation is required to assess such staff based on its approved MOE procedures for granting an individual authorisation. This also includes an assessment of all trainings, with particular attention to type training not followed in an EASA Part 147 organisation⁹ ;

As highlighted in this instruction, the level of the assessment is different depending if the person is holding an EASA Part 66 AML or holding a national license issued under the national regulations.

1.8. Records.

The quality system shall review and archive in an exhaustive manner the relevant files resulting from the implementation of this procedure.

This means that the organisation shall keep records of all evidence associated to the A/C C/S and S/S authorisation (certificates, experience log book, diploma, continuation training evidences (which includes demonstration of type training when not followed in an approved EASA Part 147 organisation), assessment evidence (including assessment results which could be in a form chosen by the organisation).
